    Invitation
    It is a great pleasure for Germany to invite the F3D teams of all National Aero Clubs and Model Flying Organisations which belong to the FAI, to participate in the World Championships 2009, to be held at Ballenstedt Airport. The F3D World Champion of 2007 is also invited to attend.

    Site Location

    Ballenstedt is located in the northern area of the mountain called Harz, in the county of Sachsen-Anhalt (northern part of Germany). With its 800 meters long bitumen runway, the airport is released for planes up to 5.700 kg.
    The flying site for racing measures 0.5 km². The racing will take place directly on the runway. Beside the tarred track a 200 meter long and 40 meter wide specially prepared lawn serves as an alternative landing field. Several premises and a hangar will be used for meetings and shelter. As you can see, this is a big tournament, one that promises to provide as much excitement as a casino tourney.
    July offers the most stable weather conditions in summer time in Germany, with temperatures between 24° and 28° C.

Valid 3rd party liability insurance is required. – See the maps on page 9.

    Pilots Tents
    Each team is placed in a tent, 5 x 5 meters. Behind the tents is space left for camping gears and cars. The front of the pits/tents area must be free of any stuff and equipment. Each team will get the tent signed with their country’s flag. One 230 Volt fuse box with 8 electric sockets (German standard) is available close to the pits area. Extension cables are not permitted for safety reasons!  
    Each team will have 3 tables (2 m long, 0.5 m wide) and 6 chairs provided by the organizer.

    Model Processing
    Model processing will take place on Wednesday 22nd July at the world championship site, in parallel with official practice. A designated area in the hangar will be separated in order to execute the technical measurements.

    A time table will be established and distributed at the first team managers meeting on 21st July with equal slots for each race team, race teams of the same country will be processed together. Attending national teams will be divided into two groups: one group for the morning hours, the other one for the afternoon hours. If a team has processing in the morning, official practice will be in the afternoon and vice versa.

    Procedure will be as follows:
    A maximum of 3 models per pilot will be processed; each model must be accompanied by its specification certificate, signed and stamped by the owners National Airsport Control. This certificate will be kept by the organizer for the duration of the competition.

    Check of wing and tail surface areas: We ask all competitors to bring documentation on the surface area calculation. Model manufacturer’s documentation and calculations will be accepted. We will further check weight of model, wing root thickness, wingspan, fuselage height & width, wheel diameter, spinner nose radius, dimensions of exhaust system.

    Check of fuselage cross-section: We ask all competitors to bring templates and documentation of the cross sectional area calculation. Model manufacturer’s documentation and calculations will be accepted.

    Check of venturis (engine’s air intact) cross section: They will be checked with a 12 mm diameter, 1 mm wide gauge. For non circular venturis the competitor must provide proof (template, calculation), that the venturi cross section complies with the rules. On the processing day engine’s swept volume will be checked only on request of the competitor, but it will be measured at the random model checks taking place during the competition.

    All engines and exhaust will be marked with the competitor’s number. Additional engines and exhaust systems may be processed during the competition. Motors and exhaust systems which have been checked and recorded in this way may not be exchanged with other competitors.

    Further checks:
    Check of properly functioning of fuel shut-off
    Checks of model’s safety according to Sporting Code par. 5.2.11.f
    Check of the 3 letter Olympic identification mark.
    Check of the FAI sticker and the model identification code.
    For 2.4 GHz transmitters: proof of max. 100 mW output.

    Distribution of model identification stickers: At the end of the processing the stickers are to be fixed by the competitors. All teams should have completed the processing by 16:00 h latest.

    Competition rules
    FAI Sporting Code, Section 4-Aeromodelling, Volume F3, Radio Control Pylon Racing Model Aircraft, 2009 Edition and relevant amendments (no change from 2008 Edition).

    Race procedure
    Starting and race procedure will take place according to FAI Sporting code. All models are to be identified at the starting line. The official contest will conclude at the end of a complete round, nearest to the timing mentioned already in the time schedule

    Locale rules:
    1. Model Identification Sticker

    Because of the very successful introduction of the lane identification sticker during the 2007 WCH in Muncie, the organisation of the WCH in Germany will also use an identification sticker. By using the sticker, the confirmed advantage for the pilots and the course officials was realised in Muncie. The sticker helps to reduce course judging errors and to save time. It should be everybody’s wish and it is our intention to prevent pilots from getting models mixed up during the races.

    In difference to the 2007 introduced system, we prove all models during and after unofficial test flights, checking their likeliness to get mixed up.
    Models looking almost identical with others will get a coloured sticker.
    The material is a polyester covering film, called ULTRACOTE AIR / ORATRIM.
    The thickness is 23 um and the weight is 85 g/m²
    Three fluorescent colours are selected: green, neon-pink, violet.
    The dimension of each sticker is 120mm x 260 mm
    The weight for one is 2.6 g.
    It will remain on the wing for the duration of the WCH.

    The sticker has to be wrapped around the leading edge of the right wing panel at mid span, with similar areas of sticker showing on upper and lower wing surfaces. It is easy to remove, peeled away as it is, or released by moderate warming with a hairdryer. Samples had been sent to pilots or team managers.

    2. Radio frequency
    Transmitters for model air planes must use the legal frequencies approved by the German “Federal Network Agency“ (Bundesnetzagentur) in the 27 MHz-, 35 MHz- and 40 MHz-Band. See the list of frequencies on the websites.
    2.4 GHz transmitters have to fulfil European Standard EN 300328. The maximum equivalent emission power EIRP is 100 mW peak. The transmitter must be CE marked and bear the declaration of conformity.
    Note: Output peak power of Spektrum is programmable by service stations. Alternatively 100 mW HF modules according to EN 300328 are available. Finally, on behalf of the German organizer of the F3D World Championships 2009, we are able to offer a solution regarding the European standard for transmitters in the 2.4 GHz band. As most of the concerned pilots are already aware, that standard differs between Europe and the rest of the world.  

    When arriving for the World Championships in July, everybody equipped with a 2.4 GHz transmitter of JR or Spektrum make may chose between two opportunities.
    1.      The pilot presents a document - for instance a mark on their transmitter or in their manual - which demonstrates the conformity to the standard EN 300328. One important part of this standard refers to a power output of no more than 100 mW.
    2.      If this document can’t be presented, we will provide a licence of exemption. In order to refund the licences fees, we have to charge all pilots concerned 120 Euros per transmitter. After some negotiating, German authorities related to frequency usage (“Bundesnetzagentur”) promised these licences for all those 2.4 GHz transmitters, which don’t meet the European Norm 300328. Every licence regards the usage at Ballenstedt and at the associated airfields between July 20th and July 26th. The compliance to the EN 300328 will be checked during model processing. Any utilisation fee will be charged cash.

    Further on, the authorities made a condition not to use more than six (6) transmitters at the same time. That condition demands impounding all transmitters despite the 2.4 GHz technology reduces the danger of interfering to almost nothing. To avoid getting charged with 120 Euros per transmitter, every pilot concerned may approach the manufacturer of their radio in order to change the transmission to European standard. The manufacturer will reprogram the radio, which includes the totally sweeping of its memory. If choosing this procedure, please don’t forget to ask for a document which demonstrates the compliance to EN 300328.
    Note: If a pilot owns two or more transmitters, one transmitter is in use only and therefore only one transmitter must be licensed.

    All participating countries are requested to nominate all supporters and to use for nominating the entry form as enclosed. Within the pits area all participants are under control of ID-Cards.

    Foods and Beverages
    will be offered on the field during the whole day on every competition day. Every day freshly cooked lunch which will be served in the hangar. The price for this lunch is 8.- € per person. All teams are asked to fill in the lunch order list. Payment during team registration.

    Banquet
    will take place July, 26th 19:00 hours.
    Free for registered Competitors, Team Managers, and Callers of the F3D world championship, drinks not included. Additional tickets € 30 per person, drinks not included. Tables and additional tickets to be ordered during registration.
    The banquet will be hosted at Kurhotel in the town of Bad Suderode, within 12 km distance from Ballenstedt airfield.

    Welcome Reception
    Wednesday July 22nd 19.00 h, when the official training is finished, we will host a welcome barbeque and reception at the World Championships site, prepared inside and in front of the hanger. Menu: steak, Thüringer Bratwurst, potato salad, baguette and one drink for 10.- €. All teams are kindly asked to fill in the welcome reception order list. Payment during registration.

    Flags and Anthems
    Each team is requested to bring their national flag (91 x 152 cm) with them, as well as a compact disk with their national anthem.

    Camping and Camping fee
    The airfield is well equipped to host Caravans, Motorhomes as well as camping in tents. There are showers, toilets and 230 mains voltage available. Camping fee 10 € per person per day.

    Training Field Wasserleben



    Within Wasserleben, follow the white coloured road sign “ Freibad ”, drive to the Triftweg, turn left at its end at the electricity cottage and follow a path (not on the map!) through the fields to the South. The flying field is close to road No. K1332, but can’t be reached directly from it.
